Overview

THE OPPORTUNITY
1.1.1 Requests for Information (RFI) are being sought from companies interested in potentially participating in the procurement process for the Alternative Solids Handling Upgrade (SHU) Stage 1 at the Porirua Wastewater Treatment Plant (WWTP) for Wellington Water Limited (WWL), on behalf of Porirua City Council (PCC) and Wellington City Council (WCC).
1.1.2 WWL requires a Contractor to install a new sludge cake conveyance, storage and bin loadout system downstream of the existing centrifuges. This project will require the coordinated delivery across a range of disciplines, including:
 Wastewater sludge cake conveyance and storage.
 Structural and geotechnical engineering.
 Roading and civil engineering for the above scope.
1.1.3 WWL is considering options for the procurement and contracting of suppliers for the completion of this project. WWL’s preference is to deliver the work under a single design and construction (D&C) package. If beneficial to the project, an Early Contractor Involvement (ECI) phase could be considered.
1.1.4 The purpose of this RFI is to both gauge market interest in the pending procurement process, and to obtain feedback from the market on the approach to procurement and the contracting and delivery mechanism.
1.1.5 WWL would like to understand whether there are suitable suppliers willing to undertake the full project under a D&C Contract including project management, concept and detailed design, design of connections and installation of the works, final commissioning, operator training and handover to operations.
1.1.6 It is understood that some suppliers may be reluctant to undertake the full project, depending on risk and relevant experience, but could provide D&C for large parts of the project. WWL would also like to hear from such suppliers.
