Overview

Wellington Cable Car Limited (WCCL) stands as a cornerstone in the cultural and economic landscape of the Wellington region. Established in 1902, the Cable Car has been an integral part of the city's history, connecting Lambton Quay to the suburb of Kelburn and offering both locals and visitors a unique and scenic mode of transportation. As a Council Controlled Organisation, WCCL operates under the governance of the Wellington City Council (WCC), with the WCC being the sole shareholder. The Cable Car employs 25 people and is steered by an independent Board consisting of four directors appointed by the WCC, ensuring a strategic and transparent approach to its operations.

The Wellington Cable Car hosts over 1 million passengers a year and operates most days of the year. We close on Christmas day and typically for one week (7 days) in either July or August to complete essential annual maintenance and to complete safety checks and inspections.
In 2025 our annual maintenance shutdown is scheduled for the week starting Monday 21 July through to Sunday 4 August. During the installation period the Tender must allow for safe access to and from the Terminal for other contractors, because other important work is also scheduled to be completed during the shutdown week.
Our visitor control gates were last renewed in 2013. They are now at the end of their useful life and we are looking for new gates that are safe, reliable and easy for all visitors to use.
We have also identified opportunities to change the layout/configuration to improve passenger flow and would also like consider opportunities to reduce the electricity consumption by switching off the gates at night when they are not in use.

The primary objective of replacing the passenger gates is to provide safe and reliable access control for all our visitors. New gates may include improved sensors and/or softer flaps, to reduce the chance of gates closing as visitors are passing through.
The gates also need to be reliable and robust with few faults so that we can rely on them during busy cruise ship days where up to 5,000 passengers will visit the Cable Car.
Our secondary objectives include:
• Accessibility: Maintain or improve accessibility for all users (possibly larger screens and/or audible signals, to support those with visual impairments), plus mix of wider gates to accommodate wheelchairs and prams.
• Energy Use: Minimise electricity use to operate the gates and easily to switch off at night and on a
