Overview

The Waikato Regional Transport Model (WRTM) Strategic model is a new region-wide strategic transport model that will function as a multimodal travel demand model linking land use and travel behaviour to transport planning.

The WRTM-S will enable regional decision makers to better understand the inter-relationship between land use and transport infrastructure, particularly in the future. The WRTM-S will be a tool within which to interrogate policy changes, the staging of the release of land for residential or commercial use to cater for growth, and cost and benefit profiles for optimising investment outcomes.

The procurement of the WRTM-S is split into 2: an Agent-Based Model Feasibility Study (ABMFS, subject of this RFP) and the WRTM-S model build (subject of a separate procurement process). The ABMFS procurement is a single stage competitive process to which 5 firms have been invited parties (limited tender). Proposals from firms not invited will not be considered.
