Whangarei District Council are seeking quotations to upgrade air conditioning systems at the central library ahead of summer 2024/2025.
The main library space is currently heated by an existing roof top gas fueled boiler. Supply air is handled from the existing HVAC plant room, into the library space through a ducted system.
The library space has natural ventilation via highline windows.
Systems are controlled via a Building Management System BMS with manual control switches.
The current system provides heating and ventilation only, with no cooling plant.
Rooms and areas outside of the main library space are air conditioned via existing rooftop units and are outside of this projects scope.
Switching from natural gas to electric heating should provide efficiencies and reduce Council’s operational greenhouse gas emissions.

Objectives
- Upgrade the existing HVAC systems on both levels of the central library space with a new, quiet and energy-efficient system to provide both heating and cooling.
- Improve indoor air quality and temperature control.
- Between the hours of 9am-6pm, provide a regular climate in accordance with the HSWA, standards for managing thermal comfort at work, which states: “A summer temperature range of 19-24deg and winter range of 18-22deg with normal humidity of 40-70%”.
- Upgrade the existing Alerton Building Mangement System to Councils preferred BMS; Honeywell Niagara.
