Overview

Whangarei District Council (WDC) are reviewing the provision of support roles for their ICT – Asset and GIS Management Project. They have engaged The Integral Group Limited (TIGL) to assist with this process.

The two roles for this project are:
 Project Manager
 Business Analyst

Suppliers are invited to respond to either or both of these roles.

The process will be a two staged open market process:
 Registration of Interest (ROI)
 Request for Proposal (RFP)

We will make this process as simple for respondents as we can by:
 having a simple ROI (this document)
 having a simple RFP with a few written questions and the rest verbal in a meeting with WDC staff

This ROI is the first formal step in the process and is intended to be of minimal effort for respondents and allow WDC to create a short list of suppliers to invite to enter the RFP process.

WDC currently use a combination of Hansen 8 and GIS systems to manage the lifecycle of most of the council’s infrastructure assets (except for the roading based assets).
Key elements are:
 the current version was up dated in 2014 from an unsupported version and had no further up dates
 functionality is usable but has issues that require work arounds and manual manipulation. This is time consuming and creates the potential for errors
 the system requires another upgrade as it is at the end of its supportability, which may be cost prohibitive when considering the issues with the system and its current capabilities
 Hansen is dependent on and integrated with the present GIS system and data
 any update or replacement of the asset management system will impact the GIS system, requiring it to also be upgraded or replaced
