Wellington City Council owns and is responsible for the Southern Landfill at Carey’s Gully. The Southern Landfill is the only consented waste disposal facility for Municipal Solid Waste, dewatered sewage sludge and hazardous waste in the Wellington municipality. Approximately 136,000 tonnes of municipal waste, including wet sludge (17,500t) and contaminated soil (35,000t) are processed by the Southern Landfill per annum. Due to the criticality of the Southern Landfill to the Wellington municipality, it is listed as a strategic asset for Council.
The current operational landfill area is projected to reach capacity in 2026, requiring additional capacity to be operational by then to continue to ensure the smooth running of Wellington City’s waste, and supporting future growth.
The Southern Landfill Extension Piggyback Option (SLEPO) will construct two new landfill cells that will be ready to receive Wellington’s residual waste (what remains after we reduce, reuse and recycle), from June 2026. Construction of the SLEPO cells will provide Council with the capacity to continue to process waste at the Southern Landfill for an estimated additional 4 years, to 2030.
The RFP will seek a Main Contractor to carry out the landfill construction work. Council requires a suitably qualified contractor with relevant experience in landfill construction to construct the two SLEPO cells at the Southern Landfill, while complying with the Resource Consent requirements, Wildlife Act Authority requirements, detailed design drawings and associated management plans. The opportunity will be issued through the Government Electronic Tender Service (GETS) as an openly advertised, competitive Request for Proposals and is expected to be published on 30 August 2024, with a closing date of approximately 6 weeks later.
