WCC is a local government authority which provides affordable homes to low-income households, and to those who face barriers to other types of housing. We support those most in need, with over 1900 units across 60 locations across Wellington city, by offering rents set at 70% of market rent.
The City Housing business unit (BU) has Tenancy Advisors that handle day-to-day tenancy matters for approximately 3500 tenants, 24 hours a day, 7 days a week. These include applications for and allocation of housing, inspections, payments and end of tenancy processes.
Tenancies are currently managed in a tenancy management system that has been in place since the early 2000’s.
The current system manages property information, tenant information, financial transactions, and is a central repository for tenancy related notes generated by the Tenancy staff.
The current system is now several versions behind the most up-to-date release and does not currently cohesively integrate with key WCC systems and processes. This means we currently have an over-reliance on external and/or manual processes, negatively impacting our internal efficiencies and the service WCC are ultimately able to provide to our customers.
The Council has therefore decided to replace the existing tenancy management system with a new Tenancy Management Solution (TMS), as described in this RFP.
Our primary objective is to engage and work closely with an experienced software solution provider to provide, configure, support and evolve a Tenancy Management Solution, that supports the day-to-day management of BU functions and delivers a great experience for our housing customers.
To avoid any doubt and to help you decide whether or not to respond, WCC is not looking for:
• On-premise software installations.
• Theoretical approaches
• New builds or solutions that do not currently exist i.e. are still conceptual.
• A solution that is a module within or that requires the purchase of a broader solution e.g. ERP or Business Process Management (BPM) solutions.
• Methods or technologies that present unacceptable risks to project delivery.
• Solutions that are inflexible or costly to update or evolve over time.
