Overview

The Opportunity
This RFP is issued by Taranaki Regional Council referred to below as “the Buyer” or “we” or “us”.

What we need
To inform the development of a regional spatial plan, we require a better understanding of the different energy development scenarios that may play out in Taranaki over the next 30 years, and the opportunities, risks and barriers associated with them. This needs to canvas economic, environmental, social and cultural factors. A successful spatial plan is an opportunity to codify Taranaki’s vision for the energy activity we want, how much we need, where we want it to go, and how it should be managed.
The final output should give readers a tangible sense of the spatial impacts of a given scenario across Taranaki and key economic metrics (e.g. job creation), including through the use of high-level modelling where budgets permit.

What we don’t want
Unless appropriately justified by the methodology, we are not looking to undertake modelling of energy supply and demand dynamics. Our preference is to rely on existing work to provide this input where possible, such as the Electricity Demand and Generation Scenarios from the Ministry of Business, Innovation and Employment, and the Taranaki Regional Energy Transition Accelerator report.

What’s important to us?
The energy sector is a core part of Taranaki’s identity. We are wanting to enable the sector to grow and develop while appropriately managing environmental effects.
The successful respondent will have extensive experience working on energy and resource management matters, preferably in Taranaki. They need to be able to deliver a methodology that, while drawing on their own extensive energy and resource management expertise, facilitates the collaborative generation and assessment of the scenarios across local government, iwi, industry and central government.

Why should you bid?
This is an opportunity to be involved with the initial stages of spatial planning in Taranaki and help determine the desired energy future for our region. The spatial plan is the start of a collaborative enterprise across Taranaki’s four councils to improve how we deliver resource management policy in Taranaki, including with the region’s iwi.
