Overview

Following our earlier Advance Notice, Te Puni Kōkiri is invites registrations of interest provision of commissioning services for Whānau Ora.

This is the first stage in a two-stage competitive procurement process that is expected to include:
• this open Registration of Interest (ROI), and
• a closed Request for Proposals (RFP).

the purpose of the ROI is to:
• Provide potential Respondents with sufficient background information to:
• Make an informed decision on whether to respond to the opportunity
• Inform the development of any collaborative partnerships needed, and
• Prepare a Registration.
• Describe the procurement process, including the evaluation criteria and weightings, including any mandatory criteria
• Confirm the capability and capacity in the supplier community to provide the Whānau Ora Commissioning Agency requirements, and
• Provide a means to shortlist a small number of suitably capable and experienced Respondents to take into the RFP stage of the procurement

Te Puni Kōkiri is looking for commissioning agencies interested in and capable of commissioning services to deliver improved outcomes for whānau.

You may choose to respond to this ROI directly or join with other parties to be part of a consortium responding to the ROI.

Importantly, only those Respondents who are assessed as best demonstrating they can meet Te Puni Kōkiri requirements will be shortlisted and invited to the RFP stage of the procurement.

The following contracts have been awarded as a result of this procurement. Each supplier has been awarded for a specific region as described:

Region 2 Te Rūnanga o Toa Rangatira
Region 3 Te Tauraki Limited
Region 4 The Cause Collective

Contract Term: An initial contract term of six years from 1 July 2025 to 30 June 2031, subject to annual Budget commitments, plus two Rights of Renewal of three years. The maximum contract term is 12 years, ending 30 June 2037.

Estimated Value (excl. GST) $154,858,000 per year split across all four regions, noting that Whānau Ora funding depends on annual Budget appropriations.

Provision of Whānau Ora Commissioning Services in designated regions, with one Commissioning Agency in each region.

To build on the successful foundations and support the Government’s ongoing investment in Whānau Ora, Te Puni Kōkiri was directed to undertake a competitive procurement process to identify, select and contract suppliers for Whānau Ora commissioning services. Five key shifts were sought from the procurement:
• Greater service reach across Aotearoa New Zealand and to populations most in need
• A strengthened Whānau Ora evidence base leading to broader adoption of Whānau Ora as a public service delivery model
• Consistent and cohesive best practice and shared learning supporting a successful national scale up of the Whānau Ora Commissioning Model
• Improved retention and development of Whānau Ora Navigator frontline workforce
• Potential risks are identified early and managed appropriately.

Contracts were awarded following a two-stage competitive process that included an open Registration of Interest (ROI), followed by a closed Request for Proposals (RFP) that evaluated suppliers against non-price criteria. The successful suppliers demonstrated strong capability, and alignment with the ROI and RFP criteria.
