Taupō District Council (TDC) is intent on enhancing its service within the Taupō District and utilise technology and the digital age to further enhance its role. A programme of work has been undertaken since July 2016 to capture Business Needs within the organisation which identifies keys areas to improve the digital capability.
Our technology platform needs to deliver a robust foundation that allows flexibility to adapt as the business needs change. TDC has observed the use of technology to enable the customer to act independently (e.g. AirNZ self check-in, Banks and IRD) and endeavour to adopt similar approaches for our customers, while providing more efficient tools for internal staff to ensure its legislative obligations are still met.
1.1 The purpose of this Request for Proposal (RFP) is to invite Respondents to submit Proposals for the creation of a Future State Highlevel Design and Roadmap so that TDC can make informed decisions on projects to meet its aspiration goals.
1.2 Respondents must have experience providing Solution or Enterprise Architecture services, not necessarily solely in the local government space, but will appreciate the challenges and variety experienced within medium local government organisations.
It is preferred that Respondents are application/system agnostic to avoid any conflict of interest in proposing specific applications. Should your organisation offer certain systems/application clearly identify how, in the executive summary, you will remain unbiased and provide agnostic Enterprise Solution Architecture services.
1.3 The objective of this RFP is to identify a Service Provider who can assist TDC in the development of a Roadmap that will meet its current business objectives and direct further investment in technology to provide both internally and to the external customer.
1.4 While ensuring its core functions as a council are delivered effectively and efficiently, TDC prides itself on offering additional services and experiences to its customers and visitors to the District. The Design and Roadmap need to consider and balance these intentions whilst creating the flexibility to enable innovation that gives the Taupō community a point of difference.
