Overview

The Dental Council and Pharmacy Council of New Zealand require a vendor for the provision of an integrated IT platform to allow them to fulfill their roles as Regulatory Agencies effectively:
• determine the scopes of practice for practitioners
• prescribe the qualifications required for scopes of practice within the professions, and, for that purpose, to accredit and monitor educational institutions and degrees, courses of studies, or programmes
• authorise the registration of health practitioners under the HPCA Act, and to maintain registers
• consider applications for annual practising certificates
• review and promote the competence of health practitioners
• recognise, accredit, and set programmes to ensure the ongoing competence of health practitioners
• consider the cases of health practitioners who may be unable to perform the functions required for the practice of their profession
• set standards of clinical competence, cultural competence and ethical conduct to be observed by practitioners
• promote education and training in the professions
• promote public awareness of the responsibilities of the Councils
• to exercise and perform any other functions, powers, and duties that are conferred or imposed on it by or under this Act or any other enactment.

The proposed solution must include the following:
• A registry system
• A EDMS
• An FMIS
• A workflow system with high customisation and automation capabilities
• An e-commerce system to handle processing registration and certification fees among others
• A web portal to enable practitioners to log in and view their registration details, update their details, apply for certification/registration, pay for certification/registration, as well as providing a means to communicate and provide documentation to the practitioners
• Business Intelligence Tools to create reports on all available data in the system
• The solution must have high interconnectivity between all areas to share and link data
