The Northland Corridor is one of the most significant infrastructure upgrade investments to be undertaken in New Zealand. It is a 100km four (4) lane motorway and is a key link connecting Northland to the rest of New Zealand. It is made up of three sequential Roads of National Significance (RoNS) between Warkworth and Whangārei:
• Section 1 - Warkworth to Te Hana;
• Section 2 - Te Hana to Port Marsden Highway; and
• Section 3 - Port Marsden to Whangārei.
The RoNS is a programme that the New Zealand Government has established to provide direct investment towards vital transport links across the regions and contribute to meeting the four strategic priorities laid out in the Government Policy Statement on Land Transport 2024.
The NZ Transport Agency Waka Kotahi (Transport Agency) is commencing a procurement process for Section 1 – Warkworth to Te Hana of the Northland Corridor (the Project).
The Project will be delivered as an availability public private partnership (PPP) under a Project Agreement which will include:
• the design, construction and commissioning of the Project infrastructure;
• obtaining private sector finance for the Project;
• maintenance and operation services; and
• the hand back of the Project infrastructure to the Transport Agency at the end of the operating term.
The Transport Agency invites suitably experienced and qualified entities with capability to participate in the Project (Interested Parties) to register their interest to participate in the Expression of Interest (EOI) process for the Project.
This Registration of Interest is the first phase of an open and competitive multi-stage procurement process.
Consortium Interested Parties and Individual Interested Parties (together, Interested Parties) must obtain registration from the Transport Agency (Registrants) under the process set out in this Invitation for Registrations of Interest to participate in the EOI process for the Project.
