Waka Kotahi is seeking information from pavement survey providers who are interested in providing survey services for New Zealand’s State Highway network. Waka Kotahi requests information on the capacity of market providers to undertake survey work, producing pavement deflection data which will enable an ongoing trend information to predict pavement life and therefore plan work programmes.
One of the core functions of Waka Kotahi is to maintain and manage the State Highway network. The State Highways Maintenance and Renewals Programme is a key part of this management. This programme sets out the planned work on the network. Reliable and accurate asset condition data is needed to build evidence based decision-making processes, work site selection and prioritisation in the programme.
The State Highway pavement is among the highest value assets on the State Highway network. Critical to overall road performance, there is a strong relationship with the management of the pavement to other assets such as the road surface and drainage. Pavement rehabilitation work is expensive, so accurate definition of work extents is important.

The New Zealand Transport Agency Waka Kotahi (NZTA) is entering into annual survey contract to capture pavement deflection data over the length of the State Highway network. The information will enable NZTA to build on existing datasets building ongoing trend information to help predict the remaining life of the subsurface pavement asset. The data will inform the prioritisation of work sites, driving the efficiency and effectiveness of annual maintenance and rehabilitation work programmes. In addition to the main traffic speed deflectometer (TSD) survey deliverable the survey with capture value add datasets for pavement and surface condition.

Market sounding identified only one supplier who could:
• demonstrate a proven technology for pavement deflection testing endorsed by Austroads research and guidance, providing data backwards compatible with the existing State Highway Traffic Speed Deflectometer dataset to enable ongoing analysis of asset condition trends, and;
• demonstrate a track record delivering nationwide mobile traffic speed pavement surveys in an environment with similar pavement structures and pavement failure modes to local conditions; and demonstrating that track record operating their proposed survey technology over multiple years.
