Overview

BACKGROUND

The Arms Transformation Programme is implementing legislative changes and making wider improvements to the administration of the Arms Regulatory system to protect the public from the harm that may be caused by the misuse of firearms.
The Arms Legislation Act 2020 (‘the Act’) directs the Commissioner to keep and operate a registry for the purposes of the Act.
The Act provides a regulatory framework to achieve its purposes which are to:
(a) promote the safe possession and use of firearms and other weapons; and
(b) impose controls on the possession and use of firearms and other weapons.
To deliver the appropriate outcomes for the New Zealand public, Government will implement, operate, and maintain a digital registry that ensures management of firearms and other weapons is conducted in an effective and efficient way, using standardised processes.

IS THIS AN OPPORTUNITY OF INTEREST?

Government will implement a digital platform to manage the information related to Arms (Firearms, parts, ammunition and other restricted weapons), firearms licensing and the activities associated with the possession and use of firearms. The information held must be secure and readily accessible to our process partners and Police aiding in the collective intelligence of firearms in New Zealand.

The platform must:
• Provide orchestration of day to day activities to ensure quality, consistency and performance monitoring.
• Be configurable to support ready adaptation to the changes within the regulatory ecosystem.
• Provide modern channels for applicants to submit applications, manage their details, review progress of their application, and make payments online.
• Integrate with existing Police systems that support intelligence.
