Overview

The New Zealand Defence Force (NZDF) intend to release a single stage, open market Request for Proposal (RFP) in May 2025, seeking responses from suitably qualified and experienced Contractors, for the purposes of delivering six new office/classroom buildings in Devonport Naval Base. The scope of the RFP covers full design, construction and delivery of the office/classroom buildings under New Zealand Standard NZS 3916:2013 Conditions of Contract (Design and Build) with NZDF Special Conditions. A draft copy of this contract will be appended to the RFP. Due to the site location, NZDF places great importance on minimising disruption to daily operations within Devonport Naval Base. For this reason, we are seeking Off-Site Manufactured (OSM) solutions only.

The anticipated build commencement date will be around September 2025, once NZDF has the appropriate approvals and the contract has been signed. This will be a standalone project with no rights of renewal. We need a Contractor experienced in managing NZS3916 Design and Build contracts, that can deliver the full scope of works in a timely manner.

Contractors who choose to respond to the upcoming RFP will be required to confirm capacity and availability to meet proposed build commencement dates. Contractors will also be required to acknowledge that they understand the security accreditation requirements to be able to access a Defence site.
