Overview

Veterans Affairs’ New Zealand (“VANZ”) is part of NZDF and works alongside NZDF, other government agencies and veterans’ groups to:

• Support veterans with Qualifying Service — as well as their family and whānau;
• Celebrate veteran courage, comradeship, and commitment; and
• Commemorate veteran loss and sacrifice.

VANZ do this by:

Providing support to those with Qualifying Service, and to their family and whānau, so they can be well at home, at work, and in their communities;

• Helping coordinate commemorative activities;
• Maintaining over 180 Service Cemeteries throughout New Zealand; and
• Working with other organisations that also support and advocate for veterans.

VANZ currently uses a hosted enterprise solution to carry out its legislative obligations so that veterans receive the services, entitlements, support and recognition that are available to them under the Veterans’ Support Act 2014.

The Veterans’ Support System (“VSS”) has been in service since 2015 and the current supplier contract expires in June 2026.

A replacement solution is required to ensure that VANZ can continue to meet its legislative obligations.

Preference will be given to Cloud based solutions hosted in the AUS/NZ Cloud regions.

Key users of the replacement solution will be:

Approx. 100 VANZ staff who are primarily based in Wellington and would access by browser, either from the VANZ office or remotely when working from home or attending veteran outreach events;

• Many of the estimated 42,000+ New Zealanders who are eligible for support, services, and entitlements from VANZ under the Veterans' Support Act 2014 and who may self-service via the solution – either from their home or a mobile device, or with the support of veterans’ groups.

We are keen to hear about any contracts that you have with other NZ Government agencies for the supply of solutions that support similar services.

We would welcome a description of the range of pricing models/options, and indicative pricing for development, implementation and ongoing operation/maintenance/support/licensing of your proposed solution(s) for the requirements in this RFI, as this will assist our planning for a business case for funding.

Being a Government Organisation, solutions would be expected to follow NZISM standards. Vendors with cloud solutions would need to satisfactorily complete the relevant sections of the Government Chief Digital Officers (GDCO) Risk Assessment GDCO105 as part of the approval process.
