This notification is to inform interested suppliers that New Zealand Defence Force (NZDF) intends to release a request for proposal (RFP) for Drug Screening, Testing and Laboratory Services.
NZDF is committed to the safety of its people. The involvement by members of NZDF with any form of substance misuse is not compatible with maintaining an efficient and effective Defence Force. Substance misuse may lead to health impairment and reduced individual and group performance. It can also present a security risk and has the potential to put individuals and those around them in positions of unnecessary danger or reduced safety.
Substance is defined as alcohol, illegal drugs, volatile substances and other substances used for psychoactive effects, recreation or enhancement, as well as prescription and pharmacy-only drugs used outside medical advice.
This procurement aligns with NZDF’s business objectives of ensuring the health, safety and integrated wellness of all its members. This includes providing a work environment that is proactive in minimising the occurrence and effects of any forms of substance misuse. It also includes assisting in the rehabilitation of personnel who are identified as having a substance misuse problem.
While we are seeking services to be provided by a single supplier, services may be achieved through facilitation with subcontractors.
Note: This is a FPO to alert suppliers of a potential upcoming procurement activity, though does not represent commitment by NZDF to procure.
Note: We intend to go to Market in June/July 2023. The opportunity will be advertised on the Government Electronic Tenders Service (GETS) through an open RFP process.
