This notification is to inform interested suppliers that New Zealand Defence Force (NZDF) intends to release a request for proposal (RFP) for the Supply of External Mental Health and EAP Services.
NZDF has a requirement and responsibility to ensure the health and wellbeing of its personnel, including mental health and employee assistance program services. NZDF is required to provide a mental health helpline and an employee assistance programme (EAP) service for the NZDF Community including Regular Force, Civilians, Reserve Force, Families and Veterans.
NZDF is seeking to purchase an enhanced integrated External Mental Health Helpline and EAP Services to provide both urgent/unplanned care and counselling services through a multi-channel approach, including, but, not limited to: telephone triage and phone advice, face to face counselling; text; email; phone applications; social media and web-based services. The service and offerings needs to take into account NZDF deployment, exercises and international footprint for personnel.
This will allow a person to receive health advice, support, package of counselling care; information and sign-posting to appropriate services and care.
Whilst we are seeking service integration we are open minded about how this can best be delivered. Integration across the two services can be achieved through a single provider, or a lead provider, or a joint venture etc.
Note: This is a Future Procurement Opportunity (FPO) to alert suppliers of a potential upcoming procurement activity, though does not represent a commitment by NZDF to procure.
We intend to go to market May 2023. The opportunity will be advertised on the Government Electronic Tenders Service (GETS), through an Open RFP tender process.
