Overview

The New Zealand Customs Service (Customs) is tasked with protecting New Zealand borders. A high priority for Customs is disrupting and stopping the smuggling of illicit substances through enforcement activities at the border and post-border. To ensure Custom officers are able to carry out these duties the officers need the right technologies. Customs would like to replace and modernise the spectroscopy instruments that are in current use.

This RFP seeks to equip border points of entry around the country with a range of new and modern substance identification instruments. These instruments will enable Customs officers to safely, quickly, and accurately identify a range of unknown substances to confirm known narcotics, medicines, chemicals, drugs, explosives, and other common and toxic substances that officers find in cargo, mail, on vessels, and carried by passengers in the sea and air pathways.

Customs is seeking a suitable provider to be able to provide the instruments, train Customs personnel and on-going support.
