Northland Regional Council wishes to undertake a mapping exercise of historic heritage in areas that are principally under its jurisdiction for the purposes of including maps, policies and rules in a new regional plan. The scope of the mapping exercise will include:
Sites and areas in the coastal marine area, 12 nautical miles from Mean High Water Springs (MHWS). This to include sites/areas that ‘straddle’ either side of MHWS.
Sites and areas in other water bodies (fresh water or geothermal water in a river, lake, stream, pond, wetland, or aquifer).
Areas immediately adjacent to landward sites/areas of historic heritage where the ‘water’ element is an essential component of the landward site/area of historic heritage.
It does not however include wholly land based historic heritage, being mainly the responsibility of district councils. It also, at this stage, does not include the identification of sites of significance to tangata whenua (unless these are already publically known) due to the complexities anticipated in undertaking this exercise. NRC do however wish to procure technical advice, where possible, on future efforts to undertake this exercise and this is reflected in the requirements of this RFP.
