The project involves reclassifying the roads and streets in the Bell Block Court shopping area (and connecting streets) according to Waka Kotahi's One Network Framework (ONF). The ONF process looks ahead 10 years and provides direction on the future place and movement experience for the area, identifies the modal priorities that should prevail and helps identify the key interventions and actions needed to support this aspiration. This project is divided into 2 phases. Phase 1 is to undertake a drop-in engagement with local residents, businesses, local hapu and school to understand the traffic safety, access and placemaking issues in and around the study area. This will inform the ONF process.
Stage 2 applies the ONF process and will involve collating background transport information, holding a multi-disciplinary workshop to assess the future state for the area and the role of different modes. The critical intersection / roundabout in the area will require a level of engineering analysis to understand what treatments may be required. The ONF process and the Waka Kotahi guidance for urban streets will provide the basis for recommending the types of intervention that are required to address the community issues and the needs of the street. The outputs will be a report on the engagement feedback and resultant issues themes and a report on the ONF assessment, with recommendations and supporting maps and graphics.
