New Plymouth District Council (the Buyer) is embarking on a programme of works to resolve flooding and urban stormwater issues in Waitara.
The first project as part of the wider Waitara Stormwater Programme is the Tangaroa Restoration Project (the Project). The Project seeks to address flooding issues in the Tangaroa Catchment and provide for Te Mana o Te Wai though the implementation and development of a holistic approach to stormwater management.
During the investigation and concept design stage several construction risks have been identified. The risks included constructing pipelines of steep slopes, constructing pipelines in poor ground conditions, large diameter pipe penetrations through flood protection stop bank, and construction works within Waitara River. We want a Contractor to work with our design team during the developed design and detailed design stages to mitigate construction risks and develop construction methodologies.
It is the intention of the Buyer to establish a Contract with a suitably skilled contractor (hereafter referred to as the Respondent) to provide Early Contractor Involvement to inform the design and construction methodology with an opportunity to construct the works through formal contract negotiation. It may be possible for either one contractor, or alternatively a multi-company partnership, or main contractor with sub-contractors, to provide the requested package of services with either configuration being acceptable to the Buyer. The Contracts will be separate and a successful ECI process and negations should lead to a successful Construction Contract.
