Overview

The Nursing Council of New Zealand (the “Council”) is the regulatory authority responsible for the registration of nurses. In doing so it has a duty to protect public safety. As part of demonstrating that candidates are competent and fit to practise, Registered and Enrolled Nurses must successfully complete a Council-accredited programme of study and pass the New Zealand State Final Exam (the “Exam”) prior to registration.

The current paper-based multiple-choice question exam needs updating, including both the question bank used in the Exam and also the potential to use computer-based technology to administer and deliver the Exam, in line with international best practice.

The Council is interested in how to cost-effectively incorporate technological, security, psychometric and analytic capability into the management and delivery of the Exam to ensure it remains fit for purpose and in line with modern international practice.

The Council is seeking expressions of interest from suitably qualified and experienced entities to provide SOME or ALL of the following services:
a) support for the ongoing development of the credentialing Exam question bank, starting from the existing question set;
b) secure online delivery of the credentialing Exam nationally and (potentially) overseas;
c) specialist analytics analysis to support ongoing Exam improvement.
