Massey invites proposals for the ‘Provision of Integrated Management Services (Project and Construction Management (PM/CM))” for the concept design and business case development for the estimated amount of $40-50m building development for Stage One, Part Two of the Innovation Sciences Complex Project (Innovation Sciences) East Precinct located on the Massey Albany campus.
The intent of this RFP is to appoint a single commercial partnering entity, firm or consortium under the supervision of a “lead manager” to combine or integrate best practice capital works project initiation, briefing, design management, business case preparation, project management, risk management and construction delivery expertise into a seamless and efficient commercial partnering support for Massey’s Capital Team (MCT). While the University will require certain pre-qualification criteria to be met, we are not necessarily seeking the largest or most established firms, but are instead looking for a party (Company) with the best fit with the University leadership, organisational culture, including the staff and students.
This RFP is initially limited to the completion of ‘Concept Design and a Business Case’ for the first building stage (also called Stage one: Part two) of the Innovation Science Complex. However the management company or consortium submitting a proposal will also have to demonstrate a full project life cycle of management expertise which would include best value procurement, construction / building methodology options, programming, material selections, durability, operating costs, maintenance, sustainability and other project delivery and related construction phase information that form a critical part of the briefing and design for the project process from the outset.
The purpose of this RFP is to invite qualified companies in providing integrated management services for Capital Works Projects to respond to the information set out in the attached RFP.
Proposals must be submitted by 7 December 2015 at 12:00 noon.
