Advanced Notice
General Information
1. The Masterton District Council wishes to provide Advanced Notice to contractors wishing to tender for the Masterton Town Centre, Lower Queen Street Upgrade project.
2. The RFP is intended to be released via the Government Electronic Tenders Service (GETS) and Illion Tenderlink in late August. Tenders will be assessed via a Price Quality Evaluation method and the Works will be carried out under a Measure and Value contract model based on NZS3910.
3. The scope of works comprises a streetscape upgrade of a portion of Queen Street, extending from Jackson Street to Perry Street. The project will enhance the amenity of the street through improving road and footpath surfaces, stormwater treatment, pedestrian street furniture, lighting, planting and integration of cultural artwork installations. 4. The works include but are not limited to traffic management, environmental management, stakeholder management, earthworks, pavement construction and re-surfacing, stormwater drainage (including new raingardens), utility service relocation/replacement, kerb and channel, lighting, new street furniture, footpaths (paved and concrete), landscaping, co-ordinating with local Iwi artists, signage, minor structures assurance testing and production of associated construction documentation.
5. It is envisaged that the contract will be awarded in November 2020, with physical works commencing in March 2021 and completion in October 2021.
6. Tenders are welcomed from contractors who have had a HS40 submitted to Masterton District Council and approved within the last two years and have experience in the delivery of town centre, roading and infrastructure projects. Contractors who have not yet had a HS40 submitted to Masterton District Council and approved are welcome to contact Sofia Craig (sofiac@mstn.govt.nz) to complete this process.
