The Ministry of Social Development (MSD) is embarking on a transformational change that will deliver a new service model enabled by new capabilities, systems, and processes. MSD is the lead agency for managing and delivering New Zealand’s welfare system, which includes public employment services, on behalf of the Government.

MSD is undertaking two major procurements, one in relation to our service experience platform and transformation partner, and the other is for the purchase of a digital employment service platform and services.

This RFP is for the latter.

MSD is releasing this RFP for the provision of a Digital Employment Service Platform, solution, implementation, and services. This is a once-in-a-generation opportunity to work with MSD and help shape the future of our employment service to New Zealand and New Zealanders.

This RFP document contains important information about MSD’s role, our current state, and our future transformation programme. We encourage you to read through all the documents to inform your decision on whether to respond to this RFP.

• Supplier online briefing session – 18 July 2023, 10am – 11am
• Supplier online briefing session – 20 July 2023, 3pm – 4pm
• Send your Notification of Intent to Respond form – by 31 July 2023
• Deadline for clarification questions – 5pm, 3 August 2023
• Deadline for Proposals – 12pm, 17 August 2023
