Overview

The Ministry of Social Development has established The Investing in Children Programme which will deliver a globally leading blueprint for a transformation of care, protection and youth justice practices. It will enable children to be happy and grow into thriving adults, whilst reducing the social problems and associated costs that affect so many when we fail to love and protect them.

The Programme will provide the fundamental shift required to achieve better outcomes for vulnerable children through a system which prioritises the earliest opportunity for a stable and loving family, and to enable all children to feel a sense of identity, belonging and connection.

We seek to engage a panel of consultancy firms with direct experience in partnering with large public social sector clients. We aim to utilise the experience, skills and technical expertise of the panel to transform and collectively achieve the critical success factors of the Investing in Children Programme.

The Critical Success Factors are;
1. Children, Families and Community willingly seek support
2. Community and sector wide integration into care and support
3. Early enhancements deliver positive outcomes
4. Child-centred, full service, whole of system solution
5. Early identification and intervention reduces the number of children at risk
6. Reducing over-representation
