The Ministry is looking to engage an experienced accredited external provider who can manage the disposal of surplus properties.
The potential revenue to the Crown is in the order of $2.0 – $2.5m – see Appendix 1
What we need
MSD requires an accredited provider to manage the successful disposal of the properties that have been declared surplus by the Ministry in a way that:
o Meets the legal requirements of the Public Works Act
o Maximizes the revenue to the Crown
o Minimizes the disposal period
o Keeps key stakeholders informed
o Is provably conducted in a professional and best practice manner.
The provider will be required to:
o Provide property advice
o Undertake title research
o Negotiate with LINZ, former owners, and other parties with rights over each property.
o Work with the Crown Property Clearances team at LINZ to ensure that the cases are handled appropriately.
The current set of disposals is all that the MSD currently intends to dispose of in the next three – four years. An agreement from this procurement will terminate without extension when the last property is disposed of.
What we don’t want
We do not require valuation advice – the Ministry is currently obtaining valuations for the properties and will obtain any additional valuations required.
Apart from some guidance on the Auckland Road Property, the Ministry does not want lease negotiation services – any properties that are currently tenanted will continue to be dealt with by Ministry property managers.
Legal conveyance and title registration services - the Ministry has an existing relationship with Kensington Swan and they will provide legal services.

The Ministry is most concerned to dispose of these properties in a way that enhances the Ministry’s reputation as a well-run and professional organization. As part of working in a ‘best practice’ manner, the Ministry expects that all stakeholders and affected parties are dealt with fairly and appropriately.
The Ministry is obliged to use best endeavors to obtain maximum value from the properties and manage the disposal in an appropriate manner. It is important to establish a disposal process that provably achieves the best possible outcome.
Why should you bid?
The Ministry expects suppliers that are already in the industry will be interested in undertaking this work at a competitive fee.
