Overview

The Maximising Forest Carbon (MFC) programmes main outcome is to identify a more efficient and cost-effective method to measure forest carbon in the Emissions Trading Scheme (ETS), particularly exploring the potential to utilise remote sensing technology. The main objective is to identify improved methods for measuring forest carbon at local and national scales that are more cost effective for the forest owner and regulator.
Previous research has indicated that remote sensing capture with volumetric modelling is a well-founded methodology for producing estimates of above-ground biomass and carbon. We now seek a direct comparison of carbon estimates using a remote sensed ‘whole of forest’ approach versus the plot-based field methods (such as the Field Measurement Approach (FMA) or Permanent Sample Plot (PSP) methods). A study is needed to understand the resolution requirements, cost-efficiency, and relative accuracy of carbon estimates produced under these different estimation methods.

This research seeks to evaluate the effectiveness of remote sensing technologies in carbon estimation and their potential to improve current methods. We need to understand the accuracy and resolution of volumetric (biomass) modelling estimates using remote sensing data to capture forest carbon and compare this to current and traditional methods.
MPI is seeking a supplier or suppliers to design and execute a Field Trial across multiple Pinus radiata plantations to compare traditional field survey methods (e.g., PSP, Land Use and Carbon Analysis System (LUCAS)) with remote sensing technologies that cover varied forest conditions and management regimes. The Field Trial will test the feasibility of a ‘whole of forest’ biomass modelling approach and compare its outputs with traditional methods of forest carbon estimation.
If the Field Trial is successful by demonstrating that remote sensing can provide carbon estimates that are sufficiently comparable to existing methods of carbon estimation, we will then look to assess existing datasets (e.g., LINZ, LUC, Regional Council data). This would determine their suitability for biomass modelling and explore their potential to enhance carbon estimation at scale. If the Field Trial is unsuccessful, we will not proceed with the data assessment.
