The Ministry of Justice has obtained Cabinet approval to advance this project to detailed business case to build two new courthouses (Waitākere and Rotorua) and a Māori Land Court in Rotorua under a modified Public Private Partnership (PPP) approach. Advancing this project beyond the detailed business case phase is subject to successful funding confirmation in the May 2025 budget process.

This Market Engagement outlines the requirements, objectives, and scope for the Justice Property Partnership Project (JPPP) - New Waitākere and Rotorua Courthouses.

As outlined in Section 3.2, the key objective of this market engagement is to obtain feedback on the following:
• Feasibility and Interest.
• Risk Allocation.
• Financing Structures.
• Design and Operational Approaches.
• Procurement Process.

Respondents are required to submit their feedback using an online Question Response Form that can be accessed from Section 9.
