The Ministry of Justice is establishing a **Minor Works Construction Panel** to deliver projects valued under $3 million across its national property portfolio. This initiative aims to engage experienced and capable construction partners to ensure the efficient, cost-effective, and high-quality delivery of essential infrastructure projects that support safe and accessible justice services throughout New Zealand.
The Panel will streamline procurement processes, enabling faster project delivery while maintaining transparency and value for money. Panel members will work on a rotational basis for smaller projects, with flexibility to competitively source pricing for larger or more complex works. Suppliers must demonstrate their ability to deliver through open-book submissions, competitive procurement of sub-trades, and a commitment to broader outcomes, including employment opportunities, sustainability, and community engagement.
The procurement process consists of two stages: a Registration of Interest (ROI) to shortlist qualified suppliers, followed by a Request for Proposal (RFP) to finalize the panel membership. Panel agreements will use a Statement of Work (SoW) for individual engagements, with alternative contracts (e.g., NZS3910 and NZS3916) for higher-risk projects. A robust supplier performance framework will ensure consistent delivery and accountability.
The ROI will be released in **November 2024**, with the Panel expected to commence operations in **April 2025**. This is an opportunity for construction firms to partner long-term with the Ministry, supporting regional growth, sustainability, and the delivery of public value.
