The Government wants to deter, prevent, and mitigate harm caused to individuals by electronic communications and provide those who have been affected with a quick and effective means of redress.

The Harmful Digital Communications Act recognises the need to do more, particularly for people who have suffered serious emotional distress, and establishes a new civil enforcement regime, and new criminal offences to deal with the most serious harmful digital communications. A new government Approved Agency (the Agency), to resolve complaints of harmful digital communication is to be introduced as the first step in the new civil enforcement regime.

It is this Agency that is the subject of this RFI.
