The Ministry of Health will be issuing a Request for Proposal (RFP) in January 2016 for the purchase of H5N1 pre-pandemic vaccine and for the establishment of an advance purchase agreement (APA) for pandemic Influenza vaccine.
The requirement for H5N1 pre-pandemic vaccine is for maintaining a supply of 150,000 courses (300,000 doses) of H5N1 pre-pandemic vaccine over the lifetime of the contract. The Ministry will be open to considering a range of options to achieve this objective, including parameters of; surety of supply, coverage and configuration of supply.
The requirement Advance Purchase Agreement would be triggered on declaration of a pandemic by the World Health Organization and would secure New Zealand a pre-determined priority place in the pandemic influenza vaccine supply queue of the particular provider. The APA would also ensure New Zealand has the ability to acquire sufficient vaccine to adequately cover New Zealand’s needs at the time of an influenza pandemic (from a proportion of the population up to a supply sufficient for the entire New Zealand population) at the time that the vaccine becomes available.
