Aviation Technical Adviser - Vanuatu
• New Zealand Aid Programme to support the Government of Vanuatu
• 6-month assignment
• Based in Port Vila, Vanuatu and embedded in the Civil Aviation Authority of Vanuatu (CAAV)
The Ministry of Foreign Affairs and Trade (MFAT) is looking for a Technical Adviser to support Civil Aviation Authority of Vanuatu (CAAV) prepare for the International Civil Aviation Organisation (ICAO) Universal Security Audit Programme- Continuous Monitoring Approach (USAP-CMA) audit; as well as drive process and policy improvements, and mentor staff, as required.
The Aviation Technical Adviser will provide specialist technical advice and assistance to CAAV to ensure the ICAO audit process progresses smoothly. This includes through the preparation of documents and the State Corrective Action Plan, identifying security shortcomings and ways to overcome them, and reviewing policies and standard operating procedures (SOPs). The Technical Adviser will deliver timely and high-quality outputs to support CAAV.
The Aviation Technical Adviser will work with CAAV to assist with any process improvements and share any industry or global changes that need attention. This role will assist in building up capacity of staff within CAAV through a Capacity-Building and Inspector Training Programme which is fit-for-purpose for the Vanuatu aviation industry. This role will also include the provision of mentorship to CAAV staff involved in security regulatory functions.
It is also important that this role provides regular reporting to the Director of CAAV and to the MFAT Activity Manager at the New Zealand High Commission in Port Vila.
The key activities of the Aviation Technical Adviser will include:
• Support Vanuatu’s preparations for the International Civil Aviation Organisation (ICAO) Universal Security Audit Programme- Continuous Monitoring Approach (USAP-CMA) audit.
• Drive process, policy, and capability improvements in Vanuatu’s aviation security; and
• Undertake coaching and mentoring as required, including the development of training materials.
