The opportunity:
New Zealand Ministry of Foreign Affairs and Trade (MFAT), with the support of the Government of Kiribati (GOK), intend to formally engage with the market in order to select a supplier/Registered Training Organisation (RTO) to provide vocational education and training (VET) certificate courses to build the professional and technical skills of the Kiribati utility sector.
What we need:
MFAT has partnered with the GOK to ensure that I-Kiribati have reliable and safe access to public utilities. The Kiribati Utilities Reform Program (KURP) was established in January 2021 to strengthen the management of the public utilities, improve the delivery of utility services and to deliver selected improvement works.
MFAT will look to a supplier/RTO who can design, deliver and assess vocational education and training (VET) courses, administer assessments of recognition of prior learning, issue qualifications and statements of attainment, record competencies developed, and strengthen capacity in workplace training. The course delivery will focus on staff from Public Utilities Board (PUB), the Ministry of Line and Phoenix Islands Development (MLPID), and the Ministry of Infrastructure and Sustainable Energy (MISE). A gap analysis report has already been undertaken, it identified key areas of training requirements.
What’s important to us?
The supplier/RTO will have the experience to support a workforce becoming right-sized, competent, flexible, dynamic, qualified and engaged to ensure service improvement to Kiribati government and citizens. The supplier/RTO will support the delivery of VET courses as part of a broader training strategy that also includes university and short courses, with the following objectives:
• Upgrading staff qualifications at certificate level and university accredited courses.
• Building capacity in emerging and priority areas of operations and maintenance, asset management, procurement, renewable energy, project management, occupational health and safety, computing, accounting, and human resource management.
• Developing management and leadership competencies for existing management.

After further investigation by the project team, it was discovered that the courses could be conducted by local providers - so there was no need for an overarching RTO.
