Overview

The Ministry of Foreign Affairs and Trade (MFAT) is looking for a Technical Advisor to assist the Government of Fiji through the Ministry of Housing and Community Development.

This role will provide specialist technical advice and practical assistance to support the Government of Fiji to carry out its national Shelter Cluster secretariat function and effectively deliver the core DRR functions, (including planning, training, guidelines,) and DRM functions (including projects, coordination, communications, assessments, information management) that would support improved national and community-level resilience across Fiji.


The key activities of the Technical Adviser will include:

• Support the national Shelter cluster’s ability to discharge core functions in shelter response, pre and post disasters including the development of management plans and standard operating procedures.
• Provide leadership in emergency and crisis preparedness, response, and recovery work in housing at the national, divisional, and District/Provincial level.
• Develop guidelines and procedures during disaster to improve coordination and communication between all housing stakeholders.
• Enhance accountability, coordination, predictability, and effectiveness of emergency shelter actions with stakeholders.
• Assist efforts to strengthen national disaster warning systems, including updates and communications with government, general public, within the cluster and among clusters.
• In consultation with stakeholders, support the development of guidelines and templates for conducting post-disaster assessments and situation reports.
• Work with government authorities and other partners to ensure application of consistent damage assessment methodologies incorporating global standards
• Review national and local legislation and policies to determine gaps and identify opportunities in the current framework, to more effectively integrate of disaster risk reduction activities and provide timely response in humanitarian crisis situations addressing both immediate and longer-term shelter needs of affected population
• Support the development and implementation of a common strategy within the shelter cluster for capacity building and training in the area of emergency shelter/housing
• Support efforts to strengthen capacity of the Ministry of Housing and Community Development, NDMO and CSOs to effectively manage shelter response and recovery needs.
