Advance Notice for the Monitoring, Evaluation, Research, and Learning (MERL) Services Panel
In 2018, MFAT established a MERL Panel that is now coming to the end of its first term. MFAT intends to continue these services and have chosen to improve the effectiveness, diversity, and approach of the previous panel via open-market sourcing.
The Monitoring, Evaluation, Research, and Learning (MERL) Services Panel (the Panel) will allow the Ministry of Foreign Affairs and Trade (MFAT) to access a wide range of consultancy and advisory services for New Zealand’s humanitarian, development, and diplomatic engagement. These services strengthen MFAT’s decision-making and policy development, contribute to our learning, and improve our transparency and accountability.
The Panel will be broken into two main groups, a Strategic Supplier Panel and a Specialist Supplier Panel. The Strategic Supplier Panel will be a small group of suppliers that will work closely and build ongoing relationships with MFAT. The Specialist Suppliers Panel is a large and open list, with suppliers able to apply at any time, with periodic intakes.
