The Ministry is committed to increasing the use of Offsite manufacturing (OSM) to deliver affordable and high-quality teaching spaces. The current Offsite Manufactured Building (OMB) Programme involves the successful and efficient delivery of prefabricated modular buildings as temporary and permanent solutions. The OSM category is moving towards greater alignment with the Ministry’s overall capital works programme, including greater utilisation for the provision of permanent teaching spaces.
OSM itself can range from the delivery of complete, weathertight, spaces to site (volumetric supply) to the provision of building components for on-site assembly such as wall panels. Newer technologies are also capable of 3D printing structures. This gives rise to the terms Design for Manufacture and Assembly (DfMA) and Modern Methods of Construction (MMC), giving emphasis to the utilisation of a range of techniques where part or complete structures are produced at facilities then transported to site for assembly.
Ministry project planning processes will be integrating decision making processes that enable OSM as the default delivery method, when appropriate. Due to this, it is expected that there will be an increase in the volume of projects utilising OSM as a delivery method from mid-2025 onwards. To prepare for this increase in demand, the Ministry is looking to right size its OMB Panel, where any additional supplier(s) will be decided in the context of the upcoming pipeline of work to ensure value is received.
To align with our expected pipeline, this opportunity is focused on identifying suppliers who can provide national, multi-storey OMB solutions, and/or single storey delivery in the three regions of interest which are Taranaki/ Whanganui/ Manawatū, Hawke’s Bay/Tairāwhiti and Otago/Southland. At this time, solutions outside this focus area or regions are not within the scope of this opportunity.
