Rationale for selection: As the scores for both non-price and
price were almost identical the ET considered both Mitchell
Construction and Thorburn builders could be equally
considered as the top ranked tenderers. Feedback from
referees was very positive and with their pricing being the
lowest received it was decided to award the contract to
Thorburn Builders.
