Targeted Assistance for Participation (TAP) is a property assistance fund that contributes towards establishment and expansion of early learning services. Creating new child places and supporting participation in high quality early learning that is responsive to the needs of tamariki and whānau. TAP supports services in Māori, Pacific, low socio-economic communities, and areas where participation is low and there are limited child places available.
The Ministry of Education (The Ministry) is looking for providers who have the capability and capacity to undertake property works to establish or expand early learning services. Providers will need to be able to provide evidence that the project can be completed in the budget allocated to them and within the timeframe mutually agreed upon by with the Ministry.
It is also crucial that providers are able to deliver high quality early learning which is responsive to the needs of tamariki. Furthermore, it is important that providers have strong relationships and knowledge of the target community they intend to support.
TAP proposals will need to be located in areas where:
• The service will be supporting Māori, Pacific and/or low socio-economic communities
• participation rates are low and there is a lack of sufficient child places.
