We are very close to achieving our target of having 98% of children attend a quality early childhood service prior to starting school. However we have some areas where there are still some children enrolling at school without having participated in ECE. In particular across the Western Heights and Owhata areas of Rotorua and Kawerau, Turangi, Te Puke and Opotiki there are pockets of children not participating. We also believe that some existing services are not being sufficiently responsive to their particular communities – in these cases the Ministry can work with the service to assist the centre to become more responsive.
TAP 3 grants fund all direct costs up to $100,000 (GST exclusive) associated with reasonable and evidence-based proposals that:
• support the establishment of a new licensed ECE service or certificated playgroup
• support the expansion of an existing licensed ECE service or certificated playgroup to increase the number of child places
• provide innovations in service delivery that increase the supply of new child places
