The Ministry of Education has initiated a significant Programme of work to develop a new future-proofed funding system, underpinned by a flexible, fit-for-purpose IT platform, that can be used to deliver funding across all educational sectors and allow the Ministry to become a better informed steward of education in New Zealand.
The Ministry of Education is seeking registrations of interest from suppliers who can supply (or partner to supply) a proven end-to-end technology solution, which will support the determination and delivery of funding, and the calculation of staffing entitlements for Early Childhood Education services (ECE) and Schools initially, but be able to be scaled to incorporate other education sector agencies if required in the future.
The solution may comprise: a funding service including a rules based funding calculation and funding management capability; a scenario analysis and forecasting tool; workflow approval; data storage; data management; data warehousing; and reporting channels – both internal and external to the Ministry.
The solution will be required to integrate with existing Ministry systems and will be evaluated on its individual merits. The Ministry will consider solutions that leverage existing system capability, offer a commercial off-the-shelf system or a bespoke development, or a mixture of these capabilities. The Ministry currently operates a Microsoft computing environment that is described in the attached standard non functional requirements. Please note that these standard non functional requirements are intended to give the respondent a broad impression of the Ministry’s environment and controls. Finalisation of these requirements will be done later in the procurement process.
Once registrations of interest are received and evaluated, the Ministry will issue a Closed tender requesting proposals from a shortlist of interested respondents
