Advance Notice of Tender Issue

Overview

In 2020 the Government released the Essential Freshwater Package reforms that included Freshwater Farm Plans as a new legal instrument established under Part 9A of the Resource Management Act (RMA). The purpose of Part 9A is to better control the adverse effects of farming on freshwater and freshwater ecosystems within specified districts, regions, or parts of New Zealand through the use of certified freshwater farm plans.

Part 9A establishes two new statutory roles for FW FPs – certifiers and auditors, to ensure that the FW FPs developed by the farm operator meet the requirements (certifiers) of the FW FP Regulations (the Regulations) and that actions are being implemented (auditors).

An Appointment Process, and associated administration which includes related capability requirements, is required to provide assurance of certifier and auditor professionalism and competency within the FW FP system and assist Regional Councils in implementation.

The Ministry for the Environment (MfE), with the support of the Regional Councils and Ministry for Primary Industries (MPI), is seeking to engage a supplier to design, establish and operate key parts of the Appointment Process, including associated capability requirements.

We intend to release an open market Request for Proposals (RFP) in the week beginning 29 August 2022.
