This procurement relates to the delivery of professional science and research services. Previously these have been provided by a Panel that was established in October 2011 and expired in October 2016. The services were procured using an award of work process that provided for closed, open or selective procurement of services covered by that panel. We seek to establish a new/refreshed Panel to cover the Ministry’s current and foreseeable needs.
The issues for our natural resources are often complex and contentious; some uncertainty is inevitable. We can never have all the facts and decisions cannot stand in isolation; actions have economic, social and cultural implications.
The Resource Management Act 1991 (RMA) and the Environmental Reporting Act 2015 are key pieces of legislation for the Ministry to get information needed for making good decisions on the use of resources. We use a “domain” approach to understand the different components of the environmental management system. It is important to recognise that domains do not operate in isolation from one another. Both ecosystems and the influence of activities and management interventions connect domains in many ways. The domains and the Ministry’s vision for them are set out in the ROI.
We expect that the Panel will supply the majority of the science related services required by the Ministry across our work programmes. The Ministry is intending that it will only engage with suppliers outside of the panel for such services if no supplier on the Panel has the appropriate skills, experience and knowledge.
If you respond to this ROI you may register interest to provide services in any or all areas of science covered by the work of the Ministry. You may register interest in all areas of specialist or niche areas.
