Overview

The Ministry for the Environment (the Ministry), is seeking proposals for the field audit of the collection of plot data from the LUCAS planted forest plot network. The field audit will occur over a five year period starting in May 2016.

A forest carbon inventory approach has been developed to estimate carbon stock and stock change in New Zealand’s plantation forest estate in order to meet our reporting requirements under the United Nations Framework Convention on Climate Change (UNFCCC) and the Kyoto Protocol. The inventory approach has been designed to meet Intergovernmental Panel on Climate Change Good Practice Guidance (IPCC-GPG) for national greenhouse gas inventory reporting.

The planted forest estate is sub-classified into pre-1990 and post-1989 for national greenhouse gas inventory reporting purposes. Pre-1990 planted forests were last inventoried in 2015 and post-1989 planted forests last inventoried in 2011 and 2012. Re-measurement of forests is required to obtain accurate estimates of carbon stock and stock change because the planted forest estate changes through time. Changes in the estate include the adoption of new forest management practices, species composition changes and improvement in forest genetics. Re-measurement also validates model assumptions on growth rate. The sample design has been optimised for this next round of measurements by moving away from the previous periodic inventory to a continuous annual inventory.

The work required for this project involves the field audit of the collection of data from the LUCAS planted forest plot network. The field audit will occur over a five year period starting in April 2016.
