The purpose of the Garrison and Training Support Vehicle (GATS) Project is to deliver a range of vehicles and equipment that supports future New Zealand Defence Force (NZDF), ground based garrison and training support capabilities and functions. The Project will be in two phases – Phase 1 will address the urgent requirements by replacing some of the existing fleets between 2019 and 2023. These include Airfield Response Appliances (ARAs) aka airfield crash fire tenders, Medical Response Vehicles (MRVs) aka ambulances and Mobile Bulk Aviation Fuel Capability (MBAFC) or aircraft heavy refuelling vehicles.
Phase 2 of the project (2023 to 2030) will replace the remainder of the above capabilities in addition to other vehicles and equipment including the Unimog fleet.
The GATS project will be conducting an Industry Engagement workshop on Tuesday 20th and AM Wed 21st August 2019 in the Majestic Centre (28th floor), Willis Street, Wellington. These dates coincide with the NZ Defence Industry Association’s Defence Executive lunch scheduled for Wednesday 21 August. (Workshop programme attached)
The aim of the workshop is to seek feedback on the draft User Requirement Documents (URDs) for the ARAs(2) , MRVs (6) and MBAFCs (up to 6) under Phase 1 of the project. The remainder of these fleets – ARAs (6) and MRVs (13) will be replaced in Phase 2 but essentially using the same URDs as for Phase 1.
Companies interested in participating in the workshop and subsequent tender process, are encouraged to review the draft URDs (attached) and provide feedback to the Project team and Defence Subject Matter Experts at the workshop. With industry support, this process will enable the project team to deliver robust and unambiguous user requirements whilst ensuring any nuances or issues that may impact in industry’s ability to meet the requirements are understood and cost drivers and lead times identified. The outcome should be to minimise questions on the final URD when Requests For Tenders are promulgated (expected in the 3rd quarter of 2019) with the aim of reducing time and costs to industry when preparing responses.
