Overview

The current reticulated gas contract expires on 30 September 2024. We have exercised all rights of renewal and are now seeking supplier(s) for the supply of reticulated natural gas and associated services.

BACKGROUND
In July 2023, we released a Request for Information (RFI) on the Government Electronic Tender Service (GETS). The notice was well subscribed and helped inform and shape the next generation of government’s collaborative gas solution.
Natural gas remains a key energy source for many government facilities and front-line operations. Engagement with our stakeholders has highlighted that government departments and agencies are assessing their energy needs and transition towards more environmentally sustainably options over time, but there is still a need for reticulated gas and associated retailer services.
The current reticulated gas contract is approximately 700 connections and consuming about 1.8 petajoules (PJ) of gas each year. Government has a requirement for piped gas on each of the open-access distribution networks and often multiple small and large connections off each gas gate.

THE OPPORTUNITY
The supply of reticulated natural gas and associated services to participating government agencies via the public access pipeline running through the North Island of New Zealand.
The scope of services includes, but not limited to:
• Gas retailer services to individual participating government agencies and across the network, and
• Business operations and supporting initiatives to government and participating agencies which deliver new social, economic, or environmental benefits.
Annual gas usage is approximately 1.8 petajoules (PJ), seasonal, and spread geographical. Government has load on a public distribution network and two current direct transmission connections. It is expected this usage will reduce over the next generation of the contract as agencies transition away from natural gas and onto more environmentally sustainable options.

NEXT STEPS
We’d like to invite interested suppliers to express their interest to participate in a procurement process.
Following this invitation period, respondents will be asked to prepare a proposal ensuring their ability to meet the requirements of the contract including the scope noted above, reporting requirements, and broader outcomes.
