Inland Revenue (“IR”) is a complex organisation whose success is measured against two key strategic outcomes:
. Revenue is available to fund New Zealand Government programmes through people meeting payment obligations of their own accord.
. People receive payments they are entitled to, enabling them to participate in society.
The core software platform responsible for meeting these key objectives (START) is based on the GenTax software suite from FAST Enterprises.
The purpose of this Expression of Interest (EOI) is to identify cloud infrastructure Managed Service Providers (MSPs) with the necessary expertise and depth of resourcing to provide:
. The necessary design and implementation resources to lead the migration of IR’s START platform from the incumbent private cloud IaaS hosting service to the public cloud in New Zealand.
. The ongoing management and maintenance of the cloud tenancy and resources comprising the solution, including robust service management, reporting, and assurance.
. Consulting and thought leadership in modern cloud practices and governance to assist IR as we mature our internal Cloud Centre of Excellence (CCoE), in conjunction with our software partner, FAST Enterprises (FAST), to highlight opportunities to evolve the START platform to better leverage native cloud capabilities.
The scope of this EOI is to:
. Receive expressions of interest from Participants that comply with Inland Revenue’s pre-conditions;
. Evaluate the key requirements in Participants’ responses that pass the pre-conditions; and,
. Identify a shortlist of up to a maximum of four Participants to be invited to participate in the RFP stage of the procurement process.
