Overview

The purpose of this RFP is to call for Proposals for the supply of a consultant to assist Inland Revenue (IR) identifying how it can go about building the capability required to enable it to start becoming a digital organisation.

The engagement will be 3-6 months; commencing August 2015.

The following are in scope for this RFP:
a. Helping IR define the capabilities required to get started (bringing the concept and skill sets of digital natives into the organisation).
b. Defining how IR may enable speedy innovation both through the agreed accelerator concept but also through practices and methodologies applied externally.
c. Defining how this relates to the rest of the organisation (this includes integration and connectivity challenges and opportunities that balance the need for speed and separation with
connection to transformation and standard IR practices and processes.
d. Defining how IR cross-fertilise digital capabilities into the rest of the organisation.
e. Defining a high level road map and pathway for building digital capability and speed within IR.

Participants will have the following attributes, capabilities and experience:
a. Proven experience and good track record in the delivery of similar services to those required in this request for service to organisations similar in size and nature to IR;
b. Exceptional relationship management, facilitation and communication skills;
c. Ability to engage, interact, present and consult with key IR staff from different parts of the business at different levels, including the ability to operate with executive teams
and boards in providing strategic and tactical advice;
d. Strong critical thinking skills, conceptual ability and ability to analyse short, medium and long term implications of decisions.
