Advance Notice Pre-Construction Services (ECI), progressing to construct only contract 18 Elm Street & 17 Racecourse Parade, Avondale, Auckland.

As part of the wider Unlock Avondale Plan currently enabled through Eke Panuku Development Auckland (Auckland Council Organisation), Kainga Ora Homes and Communities (Kainga Ora) has identified the need for further state and market affordable housing in Avondale that will provide a mixed tenure project. 18 Elm St & 17 Racecourse Parade, Avondale has a proposed development which includes the construction of 166 units across 6 buildings, ranging between 6 & 8 stories. In addition, the project works include the delivery of community spaces, the purpose of which is to provide secure and sustainable housing for our customers.

Kainga Ora is intending for the civil enabling works (procured as a separate contract) to begin in quarter one of 2022. We are aiming for the main build to commence the start of quarter three of 2022. The project is currently programmed to be complete in May 2024.

Kainga Ora will shortly be issuing a Request for Proposal (RFP) for a suitably qualified, experienced and resourced organisation to provide specialist advice into the design stage as an Early Contract Involvement (ECI) partner. The design will include the use of composite light timber frames and off-site manufacturing, incorporating Cross Laminated Timber (CLT).

The selected ECI partner will work with Kainga Ora and its consultant team to provide guidance and advice including buildability input from developed design through to “For Construction” documentation.

The scope of services/works excludes the removal of existing buildings and the civil enabling works.

Once the detailed design and Building Consent has been completed, submitted and granted, the ECI contractor (subject to successful completion of the ECI phase) will then be invited to respond to an RFP as the sole respondent for a fixed price lump sum contract to complete the constructions works.
It is anticipated that the physical works will commence around August 2022 and be completed around May 2024.
